Independent Impairment Assessors

Independent Impairment Assessors (IIAs) are medical practitioners specially trained to conduct impairment assessments.  These assessments are required for a person injured in a transport accident, who has made a claim for impairment benefits as a result of sustaining a permanent impairment.

Impairment assessors play a critical role in ensuring the TAC provides timely and equitable lump sum benefits to a person injured in a transport accident.

Independent Medical Examiners

Independent medical examiners (IMEs) are health professionals approved by the Transport Accident Commission (TAC) to conduct independent medical examinations.  The findings of these examinations are outlined in a report that is used to make decisions about a TAC client’s claim.

Independent Medical Examiners play a critical role in ensuring the TAC provides the right treatment and benefits to injured Victorians.

Joint Medical Examinations

Joint Medical Examinations (JME) are examinations conducted by an indpendent medical examiner on behalf of the TAC and the client's legal representative.  The JME process is designed to minimise the number of examinations a client needs to undertake to make a decision on lump sum entitlements.

Who can carry out independent medical examinations?

Independent medical examinations and TAC requested medico-legal reports can only be provided by:

  • An independent medical examiner approved by us from one of the following professions:
    • medical practitioners
    • dentists
    • optometrists
    • physiotherapists
    • chiropractors
    • osteopaths
    • podiatrists
    • psychologists
    • neuropsychologists
    • occupational therapists
  • An impairment assessor is an IME who has successfully completed the relevant training from the Ministerially approved training course in the application of the A.M.A Guides to the Evaluation of Permanent Impairment. Details of this training can be found at www.iatvic.com.au

What we can pay for

We can pay the reasonable costs of examinations we request to determine a client’s initial or ongoing entitlement under the Transport Accident Act 1986.

Report requirements

Independent medico-legal reports should include

  • Answers to the specific questions relevant to the management of a client’s claim. We will have forwarded these questions to you as part of our request for the report. If any questions are not applicable or are unable to be answered, you should document this in the report.
  • The report should be thorough and integrate information from your clinical examination, history obtained and review of other available medical and non-medical information.
  • The basis of any opinions expressed in your report should be explained to assist non medical users of your report to understand your opinion.

Other requirements

  • Your invoice, with the relevant TAC item number, should be submitted with the report.
  • The report should be submitted to us within 10 working days after the examination. If this timeframe is unable to be met, please contact us.

How much we can pay

We pay for services in line with our Impairment and Serious Injury Fee Schedule and Independent Examinations and Reports Fee Schedule.

What we cannot pay for

We cannot pay for:

  • The same medico-legal report provided more than once, such as a reissue of a previous report or multiple copies.
  • A medico-legal report we have not requested, unless it is a joint medical examination – see: JME Policy

These rates apply to:

  • All Impairment examination assessments and reports completed in accordance with the TAC guidelines.
  • The 'Bonus Fee' payable by the TAC for 4th Edition Impairment reports can be paid only when the TAC receives the report within 14 days of the impairment examination date.  When billing please include on the Tax Invoice both the standard report item number and associated fee, as well as the bonus item number and related fee.
  • All 2nd edition Impairment reports and 4th Edition Impairment reports that are received after 14 days following the examination date will be paid at the standard report fee.
